Positioning the state of Perak as an aggressive new contender in the pan-Asian digital infrastructure race, Cahya Suria Services Sdn Bhd and China-based Suzhou EnnoTHING Technology Co., Ltd. have formalised a joint venture via NexQuantum 1 Sdn Bhd. The strategic partnership clears the runway for the NexQuantum AI Digital Park – a massive, multi-phase masterplan comprising eight proposed data centres in Perak.

The flagship development under this vision, dubbed NQ1, is proposed as a 32MW, fully AI-ready Tier III data centre equipped with advanced liquid cooling technology. The project represents an estimated RM1 billion direct capital investment into Perak’s economy.

The NexQuantum Infrastructure Alliance

The partnership ceremony in Ipoh was graced by DYAM Raja Iskandar Dzurkarnain ibni Almarhum Sultan Idris A’fifullah Shah, the Raja Di-Hilir of Perak, alongside Perak Menteri Besar YAB Dato’ Saarani bin Mohamad.

The operational blueprint relies on a tight synthesis of local project execution and deep-tech international lineage:

Strategic Outlook: Tapping into the ‘Perak Sejahtera 2030’ Growth Alpha

The NexQuantum rollout marks a major milestones for Perak Sejahtera 2030, the state’s blueprint to transform its economy from commodity reliance to high-value industrial technology.

  • Bypassing the Klang Valley Congestion: As land and power constraints tighten in traditional hubs like Kuala Lumpur and Selangor, Perak is positioning itself as a crucial secondary digital pathway. NQ1’s heavy integration of liquid cooling technology is a mechanical necessity to handle intense AI workloads without over-taxing local water and energy grids.
  • The Foxconn Ennoconn Anchor: The explicit involvement of the Foxconn Ennoconn team, led by Mr Aven Lou, suggests that the digital park is designed to look beyond basic co-location. The site will function as a smart, industrially integrated hub targeting smart manufacturing, edge computing, and industrial internet systems.
  • The Local Multiplier: In line with state goals emphasized by Datuk Redza Rafiq Abdul Razak of PKNPk, the developers have structured on-campus training pipelines with local TVET institutions and universities to insulate the state from the talent “brain drain” frequently seen in the northern corridor.

Editor’s Take: The ROI of “Power Readiness” and Tech Sovereignty

For the Malaysian Business reader, the NexQuantum announcement is a textbook example of shifting from a physical land play to high-value Policy Architecture. Just days ago, we analyzed Thailand’s massive USD 29 billion tech offensive, driven by big tech investments and aggressive direct power procurement. For Malaysia to remain competitive, our individual states must step up with localized, infrastructure-ready platforms.

Perak is playing this beautifully. By focusing on a “fully AI-ready” specification with liquid cooling from day one, NexQuantum is avoiding the retrofitting costs that legacy data centres are currently paying.

Furthermore, anchoring the project within the Foxconn Ennoconn supply chain elevates this from a mere property development into a Sovereign Tech Asset. As the National AI Office (NAIO) designs our national cloud parameters for later this year, developments like the NexQuantum AI Digital Park ensure that Malaysia’s computing power isn’t just concentrated in Johor or the Klang Valley. It decentralizes our digital risk, turns a traditional transit state into a “value-capture destination,” and delivers real economic multipliers directly to the people of Perak.
